The French government has declared a state of health emergency as of Wednesday, February 2nd. The state of health emergency is above all a legal tool. It will allow the High Commissioner of the Republic, who is President Emmanuel Macron’s representative in Caledonia, to take measures to ban travel outside the home. The French government spokesman said that these measures would be “strictly proportionate to the health risks involved and appropriate to the circumstances of time and place.”
